Norwalk Day Care Provider’s License Suspended After 4-Month-Old Baby Dies

NORWALK, Conn. — The state Office of Early Childhood has taken "emergency action" and suspended the license of a Norwalk day care after the death of a 4-month-old girl in the provider's care, according to NBC Connecticut.

Christine Limone, the day care provider and daughter of Norwalk Mayor Harry Rilling, has not been charged with a crime. 

Detectives from the Connecticut State Police Western District Major Crime took over the investigation into the death of the baby on Wednesday afternoon. Before he became mayor in 2013, Rilling had been chief of police in Norwalk for 17 years.

An autopsy was performed Friday, but the Office of the Chief Medical Examiner said the cause of the baby's death would not be announced pending further studies, NBC Connecticut said. 

The baby's name and hometown have not been released. 

Police and fire officials responded to the home at 9 Hunters Lane after receiving a 911 call at 1:31 p.m. Wednesday, police said.

When they arrived, CPR was being performed on the baby, police said. They immediately took over life-saving efforts, police said. The child was taken to Norwalk Hospital, where she was pronounced dead.

Limone runs a day care in the basement of her Hunters Lane home. In a March inspection, the facility was found to be over-capacity, according to The Hour.

She had seven children, when she is allowed to have only six, and had three children under the age of 2, but is allowed to have only two, The Hour said. 

During an unannounced reinspection in May, a state official said, Limone slammed doors and directed obscenities at the inspector, who found a number of hazards and violations, according to The Hour.

This is the third child to die in a home day care in Fairfield County this year.

A 4-month-old boy from Shelton died in a home day care center in Fairfield in March. The owner of the unlicensed day care is charged with manslaughter in his death, accused of administering a fatal dose of Diphenhydramine, which should not be administered to children under the age of 2. She pleaded not guilty this week.

A 2-month-old girl from New Canaan died in a day care center in a home in Stamford in July. She died of blunt force trauma to the head. The owner of that day care center is also charged with manslaughter and pleaded not guilty in August.
