The incident occurred at 12:55 p.m. Friday, Dec. 1, in the parking lot of Amigos Deli at 130 West St., police said.
The complainant/victim told officers that the man with a gun was Vincent Mourning, police said. Detectives and patrol officers quickly located Mourning near the West Street bridge, police said.
Officers gave several orders for Mourning to show his hands, which he refused to do and kept his hands in his pockets, police said.
Mourning continued walking a short distance with his back toward the officers, refusing to display his hands, police said.
He then pulled his hands out of his pockets and threw a handgun into the nearby Still River, then went to his knees to surrender to officers, police said.
Officers then took Mourning into custody.
Officers determined through the investigation that the victim and Mourning had a verbal argument, and Mourning pulled the gun on the victim during the argument, police said.
The Danbury Fire Department responded to retrieve the handgun from the Still River, police said.
The weapon recovered was a fully loaded Walther P-38 9mm handgun, police said. Officers also located additional loose ammunition in Mourning's pockets, police said.
Mourning was charged with breach of peace, criminal possession of a firearm, no pistol permit and second-degree threatening. He was held on $250,000 bond.
