James Daley, 24, of Valley Street, was charged with third-degree and sixth-degree larceny, possession of burglary tools and credit card theft, police said.

Around 6 a.m., an officer spotted a dark car sitting in the middle of Taylor Place. The engine was off, but the keys were in the ignition and it was still in drive, police said.

While looking for the driver, police noticed a man dressed all in black and running up the hill on Post Road East just east of Myrtle Avenue.

The man, later identified as Daley, told officers he was lost. A State Police K-9 brought to the car, which was reported stolen out of Willimantic, tracked directly to where Daley was being detained, police said.

Officers searched Daley and found he had a wallet containing another person’s license and credit cards, police said.

Daley was held on $50,000 bond and is scheduled to appear in court on Aug. 16.
