David Mills was arrested at his Fairfax Avenue home on March 7 after the State Police Sex Offender Unit informed Wilton police that he failed to mail back his address verification card within the allotted time frame, twice — first in October and again in February, police said.

Registered sex offenders, police said, are required to submit address verification cards every 90 days. The cards must be mailed back within 10 days, police said.

Mills is registered as a sex offender due to a criminal conviction in New York, where he was charged with second-degree attempted rape, police said. He was held on a $25,000 bond and appeared in court on Monday, March 10.
