WILTON, Conn. A 50-year-old Wilton man has been arrested after he exposed himself to a child on "numerous occasions," police say.
Kenneth Phelan, of 3 Hubbard Rd Apt #22, was charged with 13 counts of risk of injury to a minor, Lt. Donald Wakeman says. Police began investigating him after receiving reports that he had been exposing himself over the past 13 months to a child he knew. Phelan also "performed an act of sexual gratification while exposing himself," Wakeman says.
Phelan was held on a $200,000 bond and was arraigned at Norwalk Superior Court on Oct. 6. The investigation Phelan's actions remains ongoing, Wakeman says.
