The plan seeks to build 44 single-family homes and 61 town homes, and includes an expanded pool, a new tennis facility and renovated clubhouse.
“At the suggestion of both the Village Board and the Mamaroneck Coastal Environment Coalition, we have submitted a zoning compliant redevelopment plan to the Planning Board,” said Thomas Nappi, senior project manager.
“The residences will all be built above the new FEMA flood standards, and very little fill will need to be imported,” he added.
The project will avoid all sensitive environmental areas and include approximately 73 acres of open space.
“Our new plan balances development and open space preservation, and it maintains the recreational use of the portion of the property in the Marine Recreation zone,” said Nappi.
Last year, Hampshire proposed a 121-unit condominium plan that would have preserved the golf course, tennis courts, swimming pool and clubhouse, and precluded any further development on the property. Under pressure from the Mamaroneck Coastal Environment Coalition, a small group of the club’s neighbors formed to oppose the plan, the Village Board refused to consider the plan.
Village officials encouraged the owners to submit a scaled down version of it and a second, 96-unit plan was submitted, which the board also refused to consider.
All board discussions took place out of the public arena in violation of New York State’s open meetings law. In response, the club’s owners filed a $55 million lawsuit against the village in New York State Supreme Court.
In recent years, the village has been fined over $6.25 million plus legal and consultant fees for violating other landowners’ property rights. The coalition has lost two recent actions it started against Hampshire’s owners in both Federal and State court.
According to Nappi, the golf course and all the other activities and amenities will remain fully operational and maintained to the club’s vigorous standards during the approval process, which is expected to last roughly two years. Mamaroneck and Rye Neck High School golf teams will continue to call Hampshire home.
