In the police report, the Godfry Road complainant contacted police in April after not hearing from their contractor, John Foristall, 49, of Fairfield, for over a month.
Officers were told that Foristall had been engaged to do extensive renovation work around the home, including exterior painting, remodeling of the basement bathroom, installing a skylight, electrical work, tile work in bathroom and kitchen, plumbing, interior painting and more, police said.
The homeowner told officers they had paid $17,645 to Foristall for a four-month project starting in November 2013, police said. Following the project, the homeowner sent Foristall several emails complaining about the quality of the work and several unfinished projects, police said.
During the investigation, it was found that Foristall's contractor's license had expired Nov. 30, 2013, and had yet to be renewed as of June 25, 2014.
Foristall was charged with offering home repair without a license, failure to pull permits, failure to register trade name certificate, failure to finish three-day notice in sales and failure to inform orally of right to cancel. He was held on an unknown bond. No court date was given.
